Yes from what I've heard. I got a pair of ice prince shoes, the piano, and the rest were snowflake prizes. Someone did say though that they got one ice princess dress and 4 ice price tops in one pack. So there is a chance of getting duplicates in a pack.

At least they got clothes which they might be able to trade, instead of regular prizes. I think they would sell more of these if they guaranteed at least one
unique cookie prize per pack. At least you'd get one piece of clothing.
